GENERAL DEFINITION OF WORK:

The Business Development Manager will serve as a resource in support of the County’s Economic Development program in line with the Board of Supervisors (BOS) Strategic plan and the Economic Development Strategic Plan. The position will primarily be responsible leading the Business Retention and Engagement (BRE) program with area businesses along with supporting all economic development projects to include in the leading, partnering, supporting, planning, scheduling, and/or coordinating projects as assigned.

All County staff must maintain Virginia residency throughout the duration of their employment.

ESSENTIAL FUNCTIONS:

  • Performs a variety of activities including leading administrative, operational, technical and professional work on economic development plans, programs, projects and services;
  • Leads business visitation and business retention activities of primary businesses (traded sector);
  • Meets with C-Suite executives of local companies, Virginia Economic Development Program (VEDP) and Commonwealth representatives to discuss incentive administration;
  • Serves as a primary administrator and liaison with the Economic Development Authority (EDA) to include agenda planning and managing meeting logistics;
  • Supports the development of customized solutions to the County, EDA and VEDP to grow and retain existing businesses, to include innovative entrepreneurial endeavors;
  • Project management responsibilities for multiple economic development projects, including collaboration with community groups, multiple process teams, groups of stakeholders and others. Utilizes Salesforce or other software to identify critical paths, required resources, as well as takes the lead role in monthly reporting;
  • Develops and implements a visitation schedule that facilitates regular, on-going communication with existing businesses;
  • Prepares reports and presentations for Executive Boards, community groups, and County leadership as required;
  • Leads Economic Development marketing, website and social media promotions and campaigns;
  • Assists County staff and related agencies in developing, clarifying and articulating strategic goals, mission, vision and values;
  • Performs related tasks as required.

KNOWLEDGE, SKILLS, AND ABILITIES:

  • General knowledge of terminology, practices, and techniques of economic development;
  • General knowledge and skills in project planning and execution (project management);
  • Skilled in developing and leading collaborative work groups;
  • Ability to communicate clearly and concisely, verbally and in writing, to business owners, stakeholders, and County leaders;Ability to deal tactfully and effectively with people, and to establish and maintain effective working relationships with County staff, elected officials, partners and the public;
  • Ability to use a variety of software including word processing, presentation, and spreadsheet programs, database programs, and other project management software, as appropriate;
  • Ability and experience to work independently with some guidance;
  • Ability to develop policies, procedures, and practices related to economic development;
  • Ability to drive in the regional area to visit sites, companies, agencies, and participate in state and regional meetings.

EDCATION AND EXPERIENCE:

  • Any combination of education and experience equivalent to graduation from an accredited college or university with a bachelor's degree in Business, Planning, Public Administration, Finance or Economics or a related field;
  • Minimum of three years of consulting, project management, supporting businesses or economic development experience. Advanced degree will be considered equivalent to two years of experience;
  • Must possess a valid Virginia Driver’s License and meet policy requirements to be an authorized driver;
  • CEcD certification preferred.

PHYSICAL CONDITIONS AND NATURE OF WORK CONTACTS:

  • Works typically sitting in an office with occasional standing and walking
  • Ability to lift up to 10 lbs. occasionally and to lift, carry, push, pull or otherwise move objects occasionally
  • Regular contact with department staff including Department Heads or above

Remote Work:

This position is eligible for a hybrid remote work schedule that is in compliance with the County’s Remote Work Policy and meets the operational and service needs for the position. All County staff must maintain residence within the Commonwealth of Virginia.

THE SALARY RANGE:

The hiring range for this position is $34.77 - $38.86 per hour (approx. $72,318 - $80,827 per year.) Starting offer is based on applicable education beyond minimum requirements and internal equity. The position also provides excellent benefits including 1 paid holidays, paid vacation and sick leave, health insurance options with employer contribution, employer-paid life insurance, VRS retirement, and continuing education/training opportunities. This is a full time, FLSA non-exempt position. Internal candidates will receive pay adjustments in accordance with Local Government Personnel Policy, §P-60.
